Committee Chair - Olessya Kirilovskaya

Olessya Kirilovskaya is a Director responsible for Deloitte Uzbekistan law practice. Olessya has more than 12 years of professional experience as a law advisor and has joined Deloitte in 2011. She has significant experience in advising key players in oil and gas market in Kazakhstan and global companies operating in Uzbekistan on various issues of law, including those related to PSA/subsoil use matters of Kazakhstan oil and gas companies, renewable energy, licensing, corporate governance, employment and migration.  She has considerable experience in representing clients at courts on the matters related to tax disputes in Kazakhstan. Education and Professional qualifications: Bachelor’s degree in International law awarded by Kazakh State Humanitarian and Law University; Master’s degree in European Business Law awarded by Leiden University, the Netherlands.

Mission:

The Legal Committee is dedicated to establish a platform for AmCham Uzbekistan and its members (legal professionals, representative of business circles and government attorneys) to address regulatory and legal issues affecting the investment climate in Uzbekistan. The Legal Committee also aims to provide members with the opportunity to keep up to date with the key changes and developments in the legislation.

The Committee’s mission is to access the legislative drafting process at an early stage and leverage the opportunity to incorporate private sector’s feedback by developing recommendations for improvement of legal framework based on best international practices.

Annual Plan:

Committee intends to implement the following activities in the year 2020:

  1. Seminars and round tables for AmCham members on the following topics (approximately 1 seminar per two months):
    • Public-Private Partnership
    • Anti-monopoly and antitrust legislation
    • Legal aspects of entering the Uzbekistan market and regulatory framework for operating business in Uzbekistan
    • Amendments to regulatory framework for foreign investments, including Investment law, guarantees and preferences provided for foreign investors;
    • Regulatory changes in the finance and banking law of Uzbekistan;
    • Protection of intellectual property rights;
    • Employment (including HR administration) and immigration legislation
  2. Events
    • Business brunches / luncheons – networking event for AmCham members on the specific topics of interest for AmCham members upon request
