Monthly Meeting on June 21, 2018

June’s monthly meeting was focused around the activities of the National Agency of Project Management Under the President of the Republic of Uzbekistan. The meeting was held in the restaurant “Dome” of the International Hotel Tashkent. As expected and as it usually is the event was well attended by our members, representatives of international organizations and diplomatic circles of Uzbekistan.
Honorary speaker of the event was Mirpayoz Mirsaatov, the Head of the Public Procurement Supervision Department. It cannot but be mentioned that before his recent appointment, Mr. Mirsaatov was AmCham Uzbekistan’s member of the Board of Directors and had to leave the Board because of his new commitments.
The idea to invite representatives of NAPM came from our members as since the organization was established in Uzbekistan the structure of doing business for many companies has changed and our members were curious about operational principles of the organization. During the meeting Mr. Mirsaatov gave informational insight into NAPM’s main functions, improvement of government asset management system, purpose of the programs and its objectives and the public procurement system as well as its laws and options. The transparency of the system is the key pillar on which NAPM realizes its activities with its shareholders.
After the presentation our members and guests had a chance to ask the questions and discuss the problems they face in the frames of cooperation with NAPM while carrying out their activities in Uzbekistan. Mr. Mirsaatov and his colleagues were considerate towards the issues raised by our members and guests of the event and did their best to answer all questions. The event ended on a positive note in a friendly atmosphere of social and cocktail hour.
NAPM was introduced back in the summer 2017 by President of Uzbekistan Shavkat Mirziyoyev for the purpose of introducing modern tactics and methods of control based on the principles of project management to ensure practical use of resources when forming governance and economy system. Its mission is to increase efficiency and transparency of management over execution of government programs and public expenditure. In accordance with the Presidential Decree – 3150 the main functions of NAPM are to introduce and maintain: Unified National Informational System for Project Management (UNISPM); effectiveness and transparency of programs and investment projects; common information space for public procurement; implementation of feasible and effective projects; analysis of projects for signs of corruption and other abuse; project management skills development.
